Subcontracting Opportunity – 2026/27

Step into Learning is inviting Expressions of Interest from education and training organisations interested in delivering subcontracted 16–19 Study Programme provision during the 2026/27 academic year.

The opportunity includes provision for eligible 16–19 learners and young people aged 19–24 with an Education, Health and Care (EHC) plan.

We are particularly interested in organisations that can provide high-quality provision which:

• offers specialist or niche expertise, provision or facilities.
• meets identified SEND/EHC plan needs;
• improves access to suitable provision for young people.
• supports disadvantaged learners or those who may otherwise experience gaps in provision; and
• can demonstrate clear educational benefit and positive outcomes for learners.

Step into Learning is primarily a direct-delivery provider. Subcontracting will only be considered where there is a clear educational rationale and benefit to learners, consistent with our 2026/27 Subcontracting Policy.

Expression of Interest closes: 5:00pm, 8 September 2026

Successful applicants will be required to complete our full due-diligence and approval process before appointment.
